It is discrimination.
A gay man is no more likely to engage in risky behaviours then any other man. It is not the bad old days of bathhouses where homosexual men had to hide their behaviour from their friends, bosses, or even spouses.
Perhaps we should ban young people from donating blood.

Military Sex Offences Against Young People
This is a pretty damning report.
219 incidents were investigated, 156 charges were laid.
People outside the military made up the majority of victims at 34 per cent, while Canadian Forces members accounted for 19 per cent, cadets 17 per cent and young persons 30 per cent.
34% of the victims isn't a majority, unless they are counting the Cadets in this as well. Which would be correct, as Cadets are not part of the military. Something this news report has trouble differentiating.
Things to remember, there are 5000 CIC officers supervising and administering the Canadian Cadet Program, there are tens of thousands (I think maybe 50K?) of Cadets across the country. In Blackdown alone, close to 2000 Cadets go through summer training there. Cadets go through harassment and abuse prevention training every year, and when they go to summer camp.
All officers and adult supervisors must do everything in their power to prevent harassment and abuse. But, we must be realistic and remember that we can never prevent it all. All we can do is be vigilant, and take decisive action to stop and punish the perpetrators of these crimes.

Harper: Tough on Youth Crime
About time!
Youth crime is on the rise, in 2006 the crime rate increased more then 3%. Homicides committed by youth are at an all time high. Violent crime rate among youth rose over 12% over the last decade. In 2006 violent crime was up 30% from 1991.
Clearly something had to be done.
Today the Conservatives have pledged to increase funding to gang rehabilitation, and introduce mandatory sentencing for youths convicted of serious, violent crime.
The focus of the law will be on accountability and protection of society.
Its about time.
Also, let us all be aware, many of these recommendations come from the 2006 recommendations of a Nova Scotia commission of inquiry led by retired Justice D. Merlin Nunn.
We're better off with Harper.

The truth behind the Youth Criminal Justice Act
An anonymous poster left this fantastic (and telling) comment on my recent blog post "Lies, damned lies, and statistics".
I remember years ago, I was receiving training about this new act, and the police officer giving the training called it the "Can't charge anybody act". That is a scary proposition.
